The lighter areas within the ocean on this map display regions where the sea floor is relatively shallow, allowing for shorter travel time between surface and subsurface.

Although spanning a wide area of the ocean floor, development and construction will begin centered around two convenient and main locations. The first will contain the Capitol building and focus on nonprofit services such as government, environmental research, community development banking, and other nonprofit and public benefit areas. The second will focus more on leisure, hospitality, consumer services, and other for-profit sectors.
